The $150 Ordinance Has Hard Edges. Since July 1, 2018, Savannah officers may write a citation of up to $150, with no jail, for less than an ounce inside city limits. The Georgia State Patrol enforces state law instead, and Savannah's ordinance has no force on Tybee Island, in Pooler or Garden City, or in unincorporated Chatham County, which follow their own local rules or state law alone. Under state law, possession is a misdemeanor punishable by up to 12 months in jail and a $1,000 fine (OCGA 16-13-2). A registry card is the only thing that makes lawful medical cannabis legal across the whole county.

What Conditions Qualify for a Medical Marijuana Card in Savannah?

The Georgia Department of Public Health's July 1, 2026 list of 18 conditions applies in Savannah exactly as it does statewide. Parentheses flag the few with an age or severity rule.

Follow a tag for Georgia's precise wording on that condition, or read the qualifying conditions guide for the complete set. Not sure your diagnosis counts? Ask Dr. Miller in the first minutes of the call.

Who Gets a Medical Marijuana Card in Savannah?

Chatham County patients use the statewide list. These three groups shape much of this page.

🎖️
Veterans and Military Families
Savannah veterans get VA care at the Savannah VA Outpatient Clinic on Shawnee Street, part of the Ralph H. Johnson VA Health Care System based in Charleston. VA staff will not complete cannabis forms, but your VA chart is solid evidence, and PTSD counts for adults 18 and older.
🩹
Workers With Long-Term Pain
Port, warehouse, and hospitality jobs are hard on the body. Intractable pain applies when pain has not improved with treatment, so bring orthopedic or pain clinic notes that show what you have tried.
🏥
Patients at Memorial and St. Joseph's/Candler
Patients treated at Memorial Health or St. Joseph's/Candler for cancer, multiple sclerosis, or Parkinson's disease usually have the specialist records Dr. Miller needs. Bring recent visit notes and your medication list.
Outside Georgia's list: anxiety, depression, insomnia, migraines, and arthritis by themselves. Georgia requires pain to be intractable, not just chronic. Rejected before July 2026? SB 220 lifted several "severe" and "end-stage" limits and added lupus, so the answer may be different now.

What to Bring and How Long It Takes in Savannah

Savannah patients typically have a card in a few weeks. Get the address on your ID right and the rest usually moves quickly.

🪪

ID That Matches Your Savannah Address

DPH matches your ID to your home address. A Georgia license or state ID showing where you live in Savannah covers it. With a passport, military ID, or license from another state, add a utility bill, phone bill, medical bill, or pay stub listing your name and Georgia street address.

📋

Records That Show Your Diagnosis

Visit notes, scans, or labs from Memorial Health, St. Joseph's/Candler, or the VA help confirm your condition. A current medication list matters too, because cannabis can change how some prescriptions are processed.

Savannah draws a lot of students and newcomers. If your license still lists another state or an old apartment, gather proof of your current Georgia address before the call.

Can Your Savannah Doctor Certify You? Memorial Health, St. Joseph's/Candler, and the VA

Asking your regular doctor is a natural first step. Here is how it usually plays out in Savannah.

🏥

Any Georgia Physician May, Few Do

Georgia lets any fully licensed physician with a principal practice in the state certify a qualifying patient, and there is no cannabis-specific license. Plenty of physicians at Memorial Health and St. Joseph's/Candler still leave certification to others.

🎖️

The Savannah VA Clinic Cannot Certify You

VA providers on Shawnee Street follow VHA Directive 1315, which bars them from completing state cannabis forms. The directive also says joining a state program will not cost you VA care, so bring those records to Dr. Miller.

🪖

Hunter Army Airfield and Fort Stewart

Military clinicians at Hunter and Fort Stewart treat soldiers under rules that forbid marijuana use and will not certify. Spouses and other dependents can still share their military health records.

💊

Keep Your Care Team Informed

Some blood thinners and seizure medications interact with cannabis. Tell every Savannah physician you see that you are registered, so your medication list is complete.

Your Savannah Medical Marijuana Doctor: Named, Licensed, and Verifiable

Savannah patients can be certified only by a physician fully licensed in Georgia with a principal practice here in the state. Georgia physicians certify; they do not write cannabis prescriptions. Dr. Miller's NPI and license number are below for you to verify.

Dr. Johnathon Chance Miller, MD, Georgia medical marijuana physician for Savannah patients, Georgia License 101074

School of Medicine:Columbia University College of Physicians and Surgeons, MD 2018
Georgia Board No.:No. 101074 (Georgia Composite Medical Board)

Dr. Miller measures each Savannah patient's history against the 18 DPH conditions, looking at the diagnosis, the treatments already tried, and current prescriptions. By the end of the call you know where you stand.

If cannabis is a reasonable option, he certifies you that day. If not, he explains the reason and your evaluation fee is returned. Read Dr. Miller's full profile.

Where Can You Buy Medical Cannabis Near Savannah?

No licensed dispensary operates inside Savannah city limits. The two closest are in Pooler, just west of the city off I-95, and your card works at any licensed location in Georgia.

🪪
What You Can Buy Since July 1, 2026: Every registered patient can buy oils, tinctures, capsules, lotions, and transdermal patches. Patients 21 and older can also buy vaporizer products, including flower made for vaporizing. Smoking is off-limits for all patients and food-style edibles are not allowed, so keep products in their labeled container and your card with you.

Before You Apply: The Port, Hunter Army Airfield, and Drug Tests

A Georgia card keeps you clear of state charges for legal possession. It does nothing for your job, and many Savannah jobs are tied to the port, the military, or federal agencies.

🚛

Port and Trucking Jobs

Truck drivers and other DOT-regulated workers moving freight to and from the Port of Savannah fall under federal testing rules. Those rules do not accept a state medical cannabis card as an explanation for a positive THC result.

🪖

Soldiers at Hunter Army Airfield

Active-duty soldiers at Hunter and Fort Stewart stay under Army drug testing and the military's marijuana ban. A state card changes none of that, so active-duty members should not apply.

💼

Georgia Law Does Not Protect Your Job

Georgia's medical cannabis law does not require employers to accommodate use. A hotel, hospital, or warehouse employer in Savannah can test for THC and act on a positive result even if your card is valid.

🌊

No Public Use, No Travel

SB 220 restricts using medical cannabis in public places, so River Street, Forsyth Park, and Tybee's beaches are off-limits for use. Savannah's to-go cup rule covers alcohol, not cannabis, and your card does not travel to Hilton Head or anywhere outside Georgia.

💬
Tell Dr. Miller what you do for a living. For most Savannah patients a card is a reasonable step. For truck drivers, soldiers, and some federal workers it usually is not, and we would rather you hear that before paying.

Serving Every Savannah Neighborhood and the Rest of Chatham County

Savannah's $150 ordinance ends at the city line, but the Georgia card does not. The same evaluation and price apply across Chatham, Effingham, and Bryan counties.

📍 Historic and Victorian Districts (31401)
The squares, River Street, and Forsyth Park. Possession with your card is legal here, but using cannabis in public spaces is not.
📍 Midtown and Ardsley Park (31405)
Ardsley Park, Midtown, and the Victory Drive corridor. Records from nearby hospitals can go straight to Dr. Miller.
📍 Southside (31406, 31419)
Abercorn Street and the neighborhoods near the Shawnee Street VA clinic. Veterans here can have VA records ready before the call.
📍 East Side and the Islands (31404, 31410, 31411)
Thunderbolt, Wilmington Island, Whitemarsh, and Skidaway. Much of this area sits outside city limits, so the $150 ordinance does not apply, but your card does.
📍 West Chatham (31322, 31407, 31408)
Pooler, Port Wentworth, and Garden City, home to the two nearest dispensaries and the Garden City port terminal. None of these cities fall under Savannah's ordinance.
📍 Tybee, Richmond Hill, and Effingham
Tybee Island, Richmond Hill in Bryan County, and Effingham County residents get the same evaluation. Heading south toward Fort Stewart, see our Hinesville page.

Savannah Medical Marijuana Card Questions Answered

Questions specific to Savannah and Chatham County.

No. The City of Savannah ordinance that took effect July 1, 2018 lets city officers issue a fine of up to $150 for less than an ounce, but it applies only inside city limits and the Georgia State Patrol does not enforce it. Everywhere else, and whenever an officer charges under state law, possession is a misdemeanor under OCGA 16-13-2. As of September 2026, only a Georgia Medical Cannabis card from the Georgia DPH registry makes medical cannabis legal to carry.
No. As of September 2026, the Georgia Department of Public Health issues Medical Cannabis Patient Registry cards only to Georgia residents, so visitors cannot apply. According to the Georgia Access to Medical Cannabis Commission, a visitor who holds a valid registry card from another state may have it recognized for stays of under 45 days. Visitors should still avoid using cannabis in public places such as River Street or Tybee's beaches.
According to the Georgia Access to Medical Cannabis Commission license list updated September 16, 2026, there is no licensed dispensary inside Savannah city limits. The two nearest are in Pooler: Trulieve, license DISP0003, and Botanical Sciences, license DISP0005, both licensed in April 2023. Independent pharmacies licensed by the Georgia Board of Pharmacy can also dispense low THC oil.
Active-duty soldiers should not. As of September 2026, soldiers at Hunter Army Airfield and Fort Stewart remain under Army drug testing and the military ban on marijuana use, and a card from the Georgia Medical Cannabis Patient Registry does not change that. Hunter is federal property, so medical cannabis should never be brought on post. Veterans and civilian family members who live in Georgia can apply.
Georgia residency is the deciding factor. As of September 2026, the Georgia Department of Public Health only registers Georgia residents, so a SCAD student whose home is in another state cannot join. Resident students who still carry an out-of-state license should bring proof of their Georgia address. SB 220, in effect since July 1, 2026, also bars patients younger than 21 from buying vaporizer products.
No. Senate Bill 220, effective July 1, 2026, restricts the use of medical cannabis in public places, and Savannah's open-container allowance in the Historic District applies to alcohol, not cannabis. Registered patients in Chatham County should use medical cannabis in private, keep it in its labeled pharmaceutical container, and carry their Georgia Medical Cannabis card.

Ready to Get Your Savannah Medical Marijuana Card?

Savannah's fine only applies within city limits, and only when an officer chooses it. A Georgia Medical Cannabis card protects lawful possession countywide and statewide. The video evaluation takes about 15 minutes, and your $179 comes back if you do not qualify.
